But how do I report to Ebay or Paypal...and which would be better to go through? I want my money back, even a lousy $31!

I've never had to report anyone but I know paypal has a money back guarantee, if you log in there I'm sure you can find out how.
maestra replied: You report it through ebay first, then they will direct you to go through paypal. You will get your money back, but it will take a while. Something similar happened to my SIL and I recently.

Then go to history and find the transaction where you sent her money and hit dispute and type in why. They will handle it and get your money back.
You can also call your credit card company and report fraud since she didn't do like she was suppose to and they will reverse it and fight it. HTH

WTH? That's really wrong. I've been dealing with Ebay for years and only had one bad experience that turned out all right in the end. I'm sorry someone did that to you. It's really weird that she had 100% positive feedback and did that. How many auctions did she have? I mean she could have had one or two and had 100% feedback kwim?
