dont get it

We thought he was mowing around the poop piles (3 dogs that are very annoying) well last night we saw him with a pooper scooper cleaning the piles up and he still mowed around the long grass. I just dont get it. It looks HORRIBLE. We are curently pricing privacy fencing, since the dogs are MEAN, one has gotten over once, and the looks of there back yard. its not just one its something more lie 10-20 different patches, he was cleaing poop form several of them so I think they are the spots the dogs go, maybe the dogs have expressed they like a little privacy I should try for a picture and show you all how tacky it is.

The only thing I could think of is inground sprinklers, but if there's like 20 areas that would rule that out.
